1. The Statutory Framework: Regulation R638 & CoA Mandate
In South Africa, the handling, processing, and distribution of food products are governed by Regulation R638 of 22 June 2018 (Regulations Governing General Hygiene Requirements for Food Premises and the Transport of Food).
Every food premises must be inspected by a municipal Environmental Health Practitioner (EHP) to obtain a Certificate of Acceptability (CoA). The CoA is non-transferable between physical premises and requires proof of certified person-in-charge food hygiene training, cleanable structural surfaces, hot and cold potable water, and pest exclusion.
