Separate the operational facility requirement from any construction project appointment. Identify the municipal team that owns the brief, the people who manage the site and the person authorised to accept the agreed deliverable.
Give each facility its own operating context
An administrative building, public counter and maintenance depot should not be treated as interchangeable visits. Record opening hours, public routes, vehicle movements and the activities to be observed. Include the site contact who can explain normal operations and any temporary changes on the proposed visit date.
Make procurement criteria specific
Describe the output being purchased: an inspection record, an audit against named criteria, a review of contractor plans or an agreed project oversight scope. State the required format and who will evaluate it. A list of credentials alone cannot establish whether competing quotations cover the same facilities, attendance or follow-up work.
Illustrative example: maintenance beside a public counter
A maintenance team needs access to a service area next to a busy queue. The enquiry should describe opening periods, access limitations and who coordinates communication with facility staff. The reviewer can then discuss the interface as part of the scope. The example does not prescribe a barrier layout or establish permission to start work.
Keep the close-out decision separate from invoice processing
The official receiving a report may not be the manager responsible for addressing its findings. Identify both roles. Ask for a finding reference, responsible department, agreed date and closure evidence so an unresolved action can be traced after the service invoice has been processed. Link learning needs to the actual staff functions identified during review.
