Illustrative arithmetic: 23 learners with a release limit of six and a provider limit of ten need at least four groups: three groups of six and a final group of five. Changing either constraint can change the answer.

This is a capacity calculation. It does not confirm dates, venue suitability, learner prerequisites or availability. If a provider limit is not yet confirmed, obtain it before treating the result as a booking plan.
